Empowerment of the Omani cadres in the private sector, particularly in the leadership and supervisory positions, is one of the national priorities that the Sultanate’s Government seeks to achieve, in partnership with the private sector.
Therefore, the National Leadership Development Programme to Empower the Omanis to be able to take middle and upper management positions in the private sector "Etimad" came as one of the initiatives emerging from the recommendations of the Labor Market and Employment Lab at the National Program for Enhancing Economic Diversification “Tanfeedh”; in order to work on preparing the qualified national cadres capable of assuming leadership positions in key sectors in the private sector, and also to urge the private sector institutions to promote the national cadres to higher positions through the provision of specialized and high-level training and qualification for their Omani employees.

The "Etimad" Program will train and qualify 10,000 Omanis working in the private sector, along with improving the level of their supervisory and leadership skills, and that is through a specialized program designed in partnership with the international and local institutions and centers with expertise in refining the management skills and training the leaders.
"Etimad" is a true partnership between the public and private sectors; as the initiative’s work team - where most of its members belong to the private sector - studied the requirements needed by the Omani cadres and the private sector companies to align them with the Program; while the Government ensures the finance and management of this Program. Furthermore, the "Etimad" Program’s efforts are integrated with the rest of "Tanfeedh"’s initiatives; especially those related to the Omanization policies in the private sector and the human resources development.

renaissance under the leadership of His Majesty Sultan Qaboos bin Said -may God protect him-, the individual was the cornerstone for the construction and development process; and so the State dedicated plans and capabilities for supplying Omanis with all that enables them to take the initiative and lead in various fields.
The directives of His Majesty Sultan Qaboos bin Said -may God protect him- always emphasize the necessity of cooperation and partnership between the public and private sectors to empower the Omani human resources in terms of training and qualification; in order to achieve an efficient private sector, presided by national leaders with qualified skills and expertise.
The labs of the National Program for Enhancing Economic Diversification “Tanfeedh” were an important milestone in the training and qualification process for the Omani cadres in the private sector; as the various production parties were gathered in the Labor Market and Employment Lab. Consensus was reached that the training and qualification of Omani leaders is a necessity that cannot be dispensed with; thus emerging the idea of developing a training program designed to empower the Omani middle and upper management in the private sector. From there, practical steps were taken resulted in forming a team responsible for the launch of the National Leadership Development Programme to empower Omanis to be able to take middle and upper management positions in the private sector "Etimad", which became a reality, thanks to Allah.

This Program is a real turning point for the private sector leaders in several vital fields; as it extends bridges and builds trust between the Omani competencies and the private sector companies. Accordingly, this Program was thoughtfully prepared, and competencies were allocated for it; as the Program cooperates with global expertise houses and trusted local partners to provide it at high levels that confirm everyone's sense of national responsibility, along with giving a chance to achieve development for all parties, whether they are citizens receiving training, or companies supporting their human resources with qualified Omani leaderships, or a community obtaining better employment opportunities and achieving efficiency for the private sector.
The Program’s team always strives to provide the best leadership training experience reached on global levels, along with working with various bodies to provide an exceptional experience for the benefit of all.
We wish all the qualifiers for this Program to achieve maximum benefit in developing their skills and expertise, and we hope that the private sector companies, as always, will sense the responsibility towards the outputs of this program; because the market is also competitive in attracting the qualified national leaders.

Target Institutions

"Etimad" Program aims to qualify 10,000 Omani cadres; in order to assume middle and upper management positions in the private sector. The Program was launched in its first phase to qualify 500 male and female citizens working in major private sector companies that are registered with premium, first, and global ratings and employ more than 500 employees. Priority was given to the companies operating in a number of promising sectors, at the forefront of which are the tourism, industry, transport, logistics, construction, wholesale and retail, fisheries, mining and energy sectors; and the way will opened before the companies operating in other sectors to ensure that a future career path will be provided for the Program’s graduates, along with accelerating the increase in the Omanis’ rate in the middle and upper managements in the private sector.

Conditions to be met by the Company:

It must be one of the private companies in the Sultanate registered with premium, first, or global rating.

The total number of full-time employees must not be less than 500 employees.

It must have received a direct invitation from “Etimad” to register its employees.

Conditions to be met by the Applicant:

Must be an Omanis working in the private sector.

Proficient in the English language; as it will be the Program’s language.

Age group within 24 – 50.

Holds a general diploma at the very least.

The National Leadership Development Program to Empower Omanis Middle and upper management positions in the private sector "Etimad" was launched as a result of the recommendations of the Labor Market and Employment Lab at the National Program for Enhancing Economic Diversification “Tanfeedh”, which was held in 2016; as the private sector representatives noted the shortage of Omani competences in the middle and upper managements; in addition to the lack of specialized leadership training programs, whose role is to qualify the citizens with the required skills to assume these jobs.

Therefore, "Etimad" came to develop the leadership skills of 10,000 national human resources working in the private sector over the coming years; through a leading world-class training program; and then empower them to assume middle and upper-level jobs in the private sector institutions.

In the first phase, "Etimad" Program targets major private sector companies in a number of sectors, tourism, manufacturing, transport, logistics, construction, wholesale and retail, fisheries, mining and energy, and other sectors; in order to ensure that a future career path will be provided for the Program’s graduates, along with accelerating the contribution in increasing the Omanization in the middle and upper managements in the private sector; provided that the registration for the next phases will be opened on a wider scale for the companies and employees wishing to take advantage of the Program.

How can one apply for the first round of the Program?

In the first phase, “Etimad” Program will target 500 male and female citizens working in the private sector, and the registration at this phase will be made available for a group of major private sector companies that “Etimad” has invited to nominate their employees to benefit from the training program, which will last for three months; provided that the registration for the next phases opens on a wider scale for the companies and employees wishing to take advantage of the Program.

The registration process will be entirely carried out via the "Etimad" e-portal, which will be launched during the coming period. We will communicate with the companies that were invited to nominate their employees immediately after launching the portal; noting that the applicant will not be responsible for entering his data by himself in the early stages of the registration; it will rather be the responsibility of the department concerned with the nomination of the Company's employees for the Program.

Not at this stage. Priority was given to a group of major private sector companies to increase the Omanization in middle and upper managements in these companies.

There are only 500 candidates for the first phase; however, 9,500 training opportunities will be provided successively. Other companies’ sectors and grades will be covered in the next phases, according to the labor market’s needs.

The first phase of “Etimad” has been allocated to the private sector employees nominated by their companies; so as to ensure a career path to be promoted to administrative or supervisory positions associated with their graduation from "Etimad", which contributes to raising the Omanis’ rate in the middle and upper managements at a faster pace.

However, this does not preclude giving a chance to the private sector employees to nominate themselves; in order to take advantage of "Etimad" in the future.

To ensure the candidate’s suitability for the Program and his readiness to take advantage of it, he will undergo several tests in several fields, such as: English language, general abilities, interpersonal skills, management skills, and others.

The company must enclose the resumes of the employees it nominates in PDF format; and an official letter must be provided stating that the company has nominated its employees and does not object to their enrollment in the Program, along with its willingness to give them a 15-day leave in the case of their acceptance in the Program. The company’s concerned department must download the letter, stamp it and then re-submit it to the portal.

The department in charge of nominating employees for the Program – at the companies – will fill out the candidate application form in the first phase of registration.

Obligations

 No, the Government funds and manages the “Etimad” Program; however, the company or the individuals must provide personal costs of transport, housing and others during the employee’s presence in Muscat Governorate to attend the training workshops.

What will be the nature of “Etimad” training?

 “Etimad” training path contains classroom and practical activities, and distance learning; in addition to on job training.

The participant should fully devote him/ herself to the Program for a total of 15 business days divided into three different periods. These are the days in which the participant must take a leave from his work, in agreement with his company.

As for the rest of the days, it will be through distant learning, which does not require taking a leave from work; as the participant will only invest about 3 hours a week in the Program.

The Program has partnered with "Takatuf”, one of the most prominent local companies in providing consultations regarding human capital; in addition to the “Center for Creative Leadership” (CCL), which is considered one of the most prominent training centers in the leadership field in the world; as the Center is one of the top ten institutions worldwide for teaching CEOs, according to the "Financial Times" newspaper, and it has worked in more than 160 countries since its inception in the 1970s.

The Classroom training will be in Muscat Governorate at the Institute of Oil and Gas at the Sultan Qaboos University.
