Etimad

Empowerment of the Omani human resources in the private sector, particularly in the leadership and supervisory positions, is one of the national priorities that the Sultanate’s Government seeks to achieve, in partnership with the private sector.

Therefore, The National Leadership Programme to Upskill and Empower the Potential Omanis for Middle and Senior Management Positions in the Private Sector "Etimad" came as one of the initiatives emerging from the recommendations of the Labor Market and Employment Lab at the National Program for Enhancing Economic Diversification “Tanfeedh”; in order to work on preparing the qualified national human resources capable of assuming leadership positions in key sectors in the private sector, and also to urge the private sector institutions to promote the national human resources to higher positions through the provision of specialized and high-level training and qualification for their Omani employees.

"Etimad" Programme aims at training 10,000 Omanis working in the private sector, along with improving the level of their supervisory and leadership skills, and that is through a specialised programme designed in partnership with international and local institutions and centres with expertise in refining the management skills as well as training leaders.

"Etimad" is a true partnership between the public and private sectors. Etimad team studied the requirements needed by the Omani human resources in the private sector companies to align them with the Programme goals in collaboration with representatives from the private sector companies as well as public sector policy makers. On its first few years of launch, the government will ensure the finance and management of this Programme. The efforts of this programme are also integrated with the other initiatives of "Tanfeedh"; especially those related to the Omanization policies in the private sector and the human resources development.

Message from the “Etimad” Team

In a world of accelerating variables and growing opportunities and challenges, individuals remain the pillars on which nations and people rely on. Since the inception of the modern Omani renaissance under the leadership of His Majesty Sultan Qaboos bin Said -May Allah rest his soul-, the Omani Citizen has been the cornerstone for the development process. Sultanate of Oman has dedicated plans and schemes to provide Omanis with all that enables them to take the initiative and lead in various fields.

The directives of His Majesty Sultan Qaboos bin Said -May Allah rest his soul- emphasize the necessity of cooperation and partnership between the public and private sectors to empower the Omani human resources in terms of training and qualification; in order to achieve an efficient private sector, presided by national leaders with qualified skills and expertise.

The labs of the National Program for Enhancing Economic Diversification “Tanfeedh” were an important milestone in the training and qualification process for the Omani human resources in the private sector; as the various production parties were gathered in the Labor Market and Employment Lab. Consensus was reached that the training and qualification of Omani leaders is a necessity that cannot be argued. Thus, the emerging idea of developing a training programme designed to empower the Omani middle and senior management in the private sector. From there, practical steps were taken resulted in forming a team responsible for the launch of The National Leadership Programme to Upskill and Empower the Potential Omanis for Middle and Senior Management Positions in the Private Sector "Etimad", which became a reality.

This Programme is a real turning point for the private sector leaders in several vital fields; as it extends bridges and builds trust between the Omani competencies and the private sector companies. Accordingly, this Programme was meticulously prepared, and competencies were allocated for it. The Programme cooperates with global development institutions and trusted local partners to provide high level training that enhances and affirms everyone's sense of national responsibility. In addition, it gives a chance to achieve development for all parties, whether it being citizens receiving training, or companies supporting their human resources with qualified Omani leaderships, or a community creating better employment opportunities and achieving efficiency in the private sector.

The Programme’s team strives to provide the best leadership training experience reached on global levels, in addition to working with various bodies to provide an exceptional experience for the benefit of all.

Target Institutions

"Etimad" Programme aims to qualify 10,000 Omani human resources in order to assume middle and senior management positions in the private sector. The Programme was launched in its first phase to qualify 500 citizens working in major First Class, Excellent and International companies with more than 500 employees. Priority was given to the companies operating in a number of promising sectors; such as tourism, manufacture, transport and logistics, construction, wholesale and retail, fisheries, mining and energy sectors. The way will be opened for the companies operating in other sectors to ensure that a future career path will be provided for the Programme’s graduates, along with accelerating the increase in the Omanization of middle and senior management positions in the private sector.

Program’s First Phase

In the pilot phase, “Etimad” Programme targeted 500 citizens working in the private sector, and the registration at this phase was made available for a group of major private sector companies that have been invited to nominate their employees to benefit from the training programme, which lasts for three to six months. The registration for the next phases will be opened on a wider scale for the companies and employees wishing to benefit from the Programme, according to a plan that will be announced in due course.

In this pilot phase, registration was exclusively opened to a group of companies that are registered as First Class, Excellent and International companies with more than 500 employees. This is to ensure that a future career path will be provided for the programme’s graduates, along with accelerating the increase in the Omanization of middle and senior management positions in the private sector.

Conditions to be met by the Company:

It must be one of the private companies in the Sultanate registered as first Class, Excellent and International companies.

The total number of full-time employees must not be less than 500 employees.

It must have received a direct invitation from “Etimad” to register its employees.

Conditions to be met by the Applicant:

Must be an Omanis citizen working in the private sector.

Proficient in the English language; as it is be the Programme’s language.

Age group within 24 – 50.

Holds a High school diploma at the very least.

Possesses the minimum practical experience compatible with the academic certificate she/he holds as follows:

About The Program

The National Leadership Programme to Upskill and Empower the Potential Omanis for Middle and Senior Management Positions in the Private Sector "Etimad" was launched as a result of the recommendations of the Labor Market and Employment Lab at the National Program for Enhancing Economic Diversification “Tanfeedh”, which was held in 2016. Registration

In the first phase, “Etimad” Programme targets 500 citizens working in the private sector. The registration process is entirely carried via the "Etimad" e-portal, which is made available during the registration period. Communication with the companies that were invited to nominate their employees is done immediately after launching the portal; noting that the applicants are not be responsible for entering their data by themselves in the early stages of the registration. Entering the data of candidates is the responsibility of the department concerned with the nomination of the company's employees for the Programme.

Not at this stage. Priority is given to a group of major private sector companies to increase the Omanization in middle and senior management positions in these companies.

There are only 500 candidates for the first phase. However, 9,500 slots of training opportunities will be provided successively. Other sectors and grades will be covered in the next phases, according to the labor market’s needs.

The first phase of “Etimad” has been allocated to the private sector employees nominated by their companies. This is to ensure a career path to be promoted to administrative or supervisory positions associated with their graduation from "Etimad", which contributes to raising the Omanis’ rate in the middle and senior management positions at a faster pace.

However, this does not preclude giving a chance to the private sector employees to nominate themselves; in order to take advantage of "Etimad" in the future.

To ensure the candidate’s suitability for the Programme and their readiness to take advantage of it, they will undergo several tests in several fields, such as English language, general abilities, interpersonal skills, management skills, and others.

The company must enclose the resumes of the employees it nominates in PDF format. In addition, an official letter must be provided stating that the company has nominated its employees and does not object to their enrollment in the Programme, along with its willingness to give them a 15-day leave in the case of their acceptance in the Programme. The company’s concerned department must download a sample letter, stamp it and then re-submit it to the portal.

 

The department in charge of nominating employees for the Programme – at the companies – will fill out the candidate application form in the first phase of registration.

 

Obligations

The first phase does not require any immediate action to be taken by the company with regard their employee's position in the company. However, the company is required to sign an agreement to help facilitate the work of Etimad to get the follow up reports from the employee after her/ his graduation from the training programme as well as facilitate getting feedback from the employee's line manager or human resource manager.

The training programme requires total commitment from the candidate and requires full attendance and completion of work of all modes of training as well as cooperation with regard the follow up process after graduation from the training programme.

On its first few years of launch, the government will ensure the finance and management of "Etimad". However, the company or individuals must provide personal costs of transport, housing and others during the employee’s presence in Muscat Governorate to attend the training workshops.

 

Training Program

 “Etimad” training path contains classroom and practical activities, and distance learning; in addition to on job training.

The participant should fully devote herself/ himself to the Programme for a total of 15 working days divided into three different periods. These are the days in which the participant must be relieved from her/ his duties in the company.

As for the rest of the days, it will be through distant learning, which does not require being off from work; as the participant will only invest about 3 hours a week in the Programme.

The Programme has partnered with "Takatuf”, which is one of the most prominent local companies in providing consultations regarding human capital. In addition, the programme is currently being facilitated by the “Center for Creative Leadership” (CCL), which is considered one of the most prominent training centers in the leadership field in the world. CCL is one of the top ten institutions worldwide for teaching CEOs, according to the "Financial Times" newspaper. It has worked in more than 160 countries since its inception in the 1970s.

 

The Classroom training is held in Muscat Governorate at the Institute of Oil and Gas (instOG) at Sultan Qaboos University (SQU).

 

Dates are determined and announced before the training programme starts, noting that the participants will be trained in different cohorts, and each cohort has its own schedule.
